Tempshift plates and mesh tiles?

I have a diamond tempshift plate that is -2.7 F next to a mesh tile I put in my steam vent condensation room thinking it would keep the mesh cold, and thus when the steam hits it, it would condense.   The mesh however is only at 54.1 F.  What gives?  Is mesh not considered a normal tile like a full solid metal tile?

The airflow and mesh usually interact with the air, I don't think they are counted as solid tiles if there is a vacuum it could be they are taking on the vacuums properties.
