If you constantly have one or more things at priority 9, it becomes just another priority level where things will get done in due time. I do wish they would change the default starting priority to 3 or so, just so that people don't inflate the priority as hard (because they feel like anything at 4 or less won't ever get started even). I guess that OP would welcome "Alarm" button that interrupts closest Dupe and assigns him to rescue mission. I had a case, that Dupe being rescued jumped over last, unconstructed yet, tile of bridge. But instead running for oxygen, he joined rescue team in building everything around.
