The tempshift plates attempt to equalize temperature around them, this helps move heat from one side to the other. in an enclosed area the tempshift plates made from dirt can resist temperature change because they simply have a high amount of specific heat and mass. You want an insulator. This can be a tile, a gas with a low thermal conductivity like CO2 or chlorine, or either a low pressure area or a vacuum. There are a very many things wrong with this, but I'll only address the farm and your temp shift tiles. First: Temp shift plates do not heat or cool by themselves. You have them in a hot, empty room that has insulated tiles around it. In this case, nothing is going to happen. Second, your temp shift plates aren't touching anything other than the atmosphere. Since you said they're made of dirt, all they're going to do is stabilize the atmosphere temperature. Since heat travels best up and down, the quickest way to solve your mealwood overheating issue would be to build a line of abyssalite tiles beneath your farm tiles from where the doorway is to where your first algae terrarium is. Since the air coming in at top is cool, eventually that room will cool down. Some heat will transfer in through the door, but not enough to cause a problem for your mealwood. Hope that helps.
