JohnWatson
I have successfully added custom sounds to my mod. However, the sounds seems too echo-y, making the sounds stand out unnaturally from other sound effects in the game. And also, during Winter and Summer, the sound still plays normally, bypassing the muffling filter. I believe this may have something to do with "components/dsp.lua", however I could barely understand its contents.
Serpens
I have no knowledge about custom sounds. But a few months ago I asked the author of the character mod "Medic" wich has a custom speech sound. His speech sound is not affected by the ingame volume settings. The author told me that this is normal for custom sounds. So maybe there is nothing you can do. If I'm wrong, someone correct me please
PanAzej
You need proper settings. It's not normal for custom sounds, just wrong settings. Unless there's even more things that I don't know about. Edited March 27, 2017 by PanAzej

Max Playbacks: 6 Mode: 3D 3D RollOff: Linear 3D Max Distance: 30 3D Whatever: World relative Are there other settings I missed?

You also need to set the right "mix" - basically a proper folder, depending what type of sound you're making:
