New priority : ! [exclamation mark priority]

I'd suggest creating priority with value of [!].

There could be only one (or three...) of these on whole map. It means ALERT, ALERT (in opose of just alert :D).

It would mean <open bracket> Whatever you do, leave it and run for [!] and do it ASAP, I MEAN IT, ASAP!!11!!one!one!1!<close bracket>.

Technically -> nearest capable dupe has to run for [!] and do it ASAP (now, for some reason they don't do that for nines). 

I understand the motivation, I got some dupes suffocating or stranded in dangerous conditions. But I believe it doesn't happen often enough (shouldn't happen anyway) to not be worth some manual hassle.

It can be achieved with current options, if you don't "abuse" priority 9 for everything like some youtubers do. Pause, priority 9, red alert, and  a short Move To command on all nearby dupes so they drop whatever are doing and pick up the task.

Or finish for example piercing through abysalite (or building some time consuming thing like mesh tile or something) and then run for it? :)

As I wrote before, if you select a dupe and give him a short Move command, he will drop whatever he is doing and after he arrives to where you send him he will pick new task. And it will be your emergency task if it's still available.
