If we are talking strictly the items themselves and not who wields them. Codex Umbra if it is open. If it is closed then Willow's Lighter. However Jimmy would just fly out of the way leaving only Willow's Lighter and Jimmy remaining so... stalemate between those two if the Codex Umbra is closed of course.

So what, it's like a free-for-all? Okay,

We can eliminate beard, flower, horticulture, codex, whistle, spotlight, crockpot, compost wrap, lil itchy, and slingshot right off the bat because they're all flammable and would die to lighter.

That leaves lighter, dumbbell, Jimmy, Lucy, balloons, spear, soul, and watch, none of which have any clear ways of damaging each other at least by the game's standards.

Souls would fizzle out without a Wortox nearby, and lighter, dumbbell, and battle spear would presumably get used up at some point. Used up doing what? I dunno, but if it's a fight I would assume they're expending the resources they have.
EDIT: forgot to mention balloons, they turn into mosquito sacks when left on the ground for 3 days so those would lose too.

So we're left with a 3-way tie between Jimmy, Lucy, and Ageless Watch, who can't kill each other or themselves.

HOWEVER, if we go beyond the scope of these items and include deconstruction staff, Lucy is the sole winner because both Jimmy and Ageless Watch can be deconstructed.

balloon does damage when it pops so if pile has a way to inflate it can do +5 infinitely

They wouldn't be able to damage the other items though. They don't have health bars. (You could maybe make an argument for Wilson's beard I guess?).

if its decompiling counts then lucy is out. she turns into a normal axe once woodie moseys

Time to over-analyze this! I'll assume that all of these things suddenly gained life and there's no one else to wield them.
First off, let's remove all the things physically unable to do meaningful damage: Wilson's beard, Abigail's flower (needs Wendy), Jimmy, Horticulture Abridged, Pile o' Balloons (can't blow themselves), Webby Whistle, Spotlight, Soul, Compost Wrap, Li'l Itchy and Ageless Watch.
The crock pot and the dumbbell could theoretically do something, but they are surely outclassed by the rest.
The slingshot won't last long enough to do decent damage before it gets chopped or burned.
The Codex Umbra could summon some servants, if it's even able to do that without a user to give them shape, but, well, they would just be people with weapons against living weapons, so they're equally armed, but the shadows are much more brittle and the book itself can be destroyed very easily.
Willow's lighter would've been effective against many of the things on this list, but it's too fragile to win against actual weapons.
This leaves Lucy and the battle axe and their weak points are both the wooden handle, and an axe is a better tool at cutting a stick than a narrow point.

Lucy wins!
