You should be able to use smaller fish as bait to catch bigger fish, and then on.

A really big missed opportunity in my opinion is that you can't use smaller fish on a lure to even-better attract bigger ocean fish. In real life it's not uncommon to use smaller fish as bait and this would give much more use to the freshwater fish as well as mini-fish that line the land edges.

Further than that I would like to propose the possibility of HUGE fish that you can only bait with heavy ocean fish (giving even more use to the Pocket Scale) that can be shaved with a razor for a large-amount of Raw Fish.

I would assume consumable. But now that you mention it I think it would be pretty cool if, when you fail to reel a fish in, you were left with bone hanging by the line you can harvest for a type of pittance.

In that case I personally can't generally find it all too useful for using a small fish to get medium fish. However I really love the idea of very large fish being gated around needing to use fish as bait. Something that I always found funny for an idea was if there was a large fish that you could hook onto, that then pulled your entire boat along with it, and you could somehow manuever it. Like in cartoons when the character would hook onto a fish, and then they just get pulled along the water or their boat does.

I suggest it be reusable but perishable. After a while, the bait fish will become bait rot.

Fish generally rot faster anyways.
