Most common solution I have found when cargo tanks are not filling up is to rebuild the platform.

If this doesn't work, then there might be some other issue with your pipes. I even had the wrong element (hydrogen from spom) blocking the flow at the gas port loader, for example. Might need more screenshots of those overlays and loaders "content" and allowed fluids.

Lmk if the platform trick works!

I've found a lot of issues can be fixed by simply toggling "enabled/disabled" on the platform.  Generally haven't found it necessary to rebuild the platform.

Just tried this -- it doesn't work for me. Neither Liquid, not Solid Rocket Port Loaders load anything to a new rocket, displaying "Cargo Transfer Complete" message:

Enabling/disabling and even deconstruction tricks don't work, either...

Rocket port loaders are used to load resources up into cargo tanks. As I remember you have to select what resources are allowed in cargo tanks and then loaders send them to cargo tanks. Unloader will unload all non-selected resources from tanks. Gas, liquid and solid work in the same way.

I think that's large solid oxidizor and liquid fuel tanks in your screenshots. Solid oxidizor requires dupe's delivery and liquid fuel tanks require connecting the input pipes to the module themselves.

These are indeed fuel and oxidizer tanks. The Port Loader's description reads as "storage of a linked rocket" -- does it not affect the fuel tanks at all? This is very strange to me...

No, they don't link to fuel tank and oxidizer. Loader and unloader are for cargo tanks. I remember those buildings in several updates during EA but never used in fuel and oxidizer. Maybe they could update the descriptions in the future.

Yes, I think that would be best -- I honestly didn't understand why the rocket didn't load on stuff supplied (and was further offset by finding this topic -- as you can see, topic starter did have fuel tank on screen as well, which has thrown me off). Spaced out items descriptions and frameworks are altogether described in a very sparced and iffy way. For example, as I understand it now, the only way to load some fertilizer into an oxidizer tank is either manual by dupes or by AutoSweeper. 

I surely hope they describe the stuff way better in the future. Or, better yet, make it work with all the storage inside the rocket, fuel tanks included. Seriously, why make people drag additional pipe and conveyor spaghetti when there's specialized devices for handling exactly that?
