Balloon Artist?

Long time ONI player, stopped just after it came out of beta.  Bought the DLC and am enjoying it.  BUT despite sky high morale, no balloon artist balloons.

Was that never fixed?  ie where having the proximity setting on meant no balloons, or is it something specific to the DLC?

I think you can have ballons in the base game. 

Do your dupes have ballon artist and they do not make them, or they don't have the trait ?

Also What is their morale and morale requierement ?

Yes, that will do the trick. The balloons get handed out during downtime.

My dupes are handing out balloons despite me using Enable Proximity, but the balloons visually persist until I reload the game.

Important thing is that the dupe needs room to handle out the baloons. You need an unoccupied tile in your recreation room where he can stand. If you got no recreation room then he needs space around the printing pod. If he can`t find a place he won`t give out baloons.
