iamconfused
Yesterday at about 5:00 PM PST, I received an email informing me that i had been accepted for the alpha and about 10 minutes ago I checked my steam account to see the dlc's alpha having been added to my account. I tried launching the game shortly after only to realize it hadn't actually installed and after checking to make sure the dlc was checked in the dlc tab for the game, I realized steam wasn't downloading it due to "missing file privileges" and i was wondering what might cause this issue. EDIT: quick reinstall seemed to fix it, not getting an error about the file privileges
Tofiel
Looks like some user restrictions. Does your administrator (parents) blocked installing any games on computer? And for seroius check you install folder against any issue with user privileges or maybe some files have modify/delete restriction flag.
SharraShimada
Another thing you may want to check is your antivirus. Some are known to cause issues with multi directory usage like in ONI. Even some logging features for debug purposes can be identified as malicious by several scanners, and files are prevented to write.

It's not an admin issue as I am the admin on my computer, I'll try seeing if my antivirus is causing issues but I think it's unlikely as it's never caused issues with steam before
Emeal
Always try to uninstall/reinstall first if you cant get a program working. Always. Number one rule of Modern Computing.

suicide commando
Looks like steam can't install the new bits. Try running steam as administrator. It worked very well for me, At first I was a little confused because the game said I couldn't use my mods anymore, and I was, huh what? Then I realized that I was selected for the Alpha. Since decades I say "5 minutes fixing computer stuff is 1 hour in the real world". It would be nice to reach the age of 101.

I think your estimate is a bit low there, at least for "easy" stuff. Probably still the best reference: https://dilbert.com/strip/1994-10-
