Generally, high oxygen pressure in normal bases comes from one of the following causes:

  1. Oxygen generation and vents in the CO2.
    1. This can be gas vents, deoxidiers, electrolyzers.
    2. This is caused by the vent being in relatively low pressure CO2 or a tile where the oxygen and CO2 are "fighting" for the tile. 
  2. Submerged gas vent
    1. If you have a gas vent in less than 2 kg liquid, it will keep pumping oxygen regardless of the surrounding gas pressure.  Use the material overlay to make sure none of your vents are underwater.
  3. Unregulated oxyferns or algae terrariums
    1. Oxyferns have a max gas pressure of 10000 g, and terrariums do not have a pressure cap.

Additionally, your dupes can get popped eardrums from high pressure CO2.  This is very common with oxyferns, as they tend to push CO2 down.  Terrariums can also do this if you are using manual liquid delivery.  If you use either of these, check the pressure of the CO2 at their lower tile.
