dupes filling up Solid Oxidizer Tank FOREVER

Probably ye old rounding error. As the game uses short floats, if there are some mg missing in the tank, you can get a situation were adding these few mg will not actually add them, because A+B may end up as A, dues to loss of precision in the calculation.

I think you should deconstruct or empty the tank for a temporary fix.

I don't think that this is a rounding error. I have had dupes trying to stuff 100s of kgs of additional oxylite into rocket tanks, which would just be rejected and fall on the ground at the rocket's foot. I was not using jet suits, so my solution was to just retract the gantry. It's a bug, for sure, but I suspect that it's some other kind of sloppy programming, not rounding.

With that description, I agree. You should file a bug report and include the save game file.

I thought it was just an accepted bug and everyone had it. Changing quantity in the solid tank doesn't update the errand, which stays at 2700kg.
In my case the only way I found around it was to pause the game IMMEDIATELY after the tank is finished building while having another tank selected NOT on the errand page, so that when I select the newly made one i can change the quantity before the errand is generated (or at least I suppose it works somehow similarly).

Definitely a bug I thought would be addressed by now.  Only way around it I've found when I'm in that stage of rockets is to have the room where the oxylite is created locked off from dupes, and have it shipped to the rocket.  I had it displayed in a previous post/video in the first minute related to a question regarding automating launches.
