It must average all of its tiles that are in gas, and I think it's only the "atmosphere" requirement that's the bottom tile, which this plant lacks. Someone may want to test whether mealwood will grow with high pressure bottom and low pressure top. It should be noted as well that no other plant allows you to entomb its top tile without issue. The 4 branch limit is accurate, but the available cells are top-left, top-centre (already grown), middle-right, bottom-right (this one would probably stifle in the water).
