Do "max gas pressure" waste resources?

Buildings have internally an operational state (on/off). This means they don't care if they are disabled by automation, the "turn off building" button, max gas pressure, output pipe blocked or something else. They have different displays to help the player, but internally they all do the same: stop everything in the building.

In short buildings stopped due to max gas pressure won't consume anything from input.

I think that was due to high pressure oxygen deleting low pressure hydrogen. When it's a single type of gas (in this case only oxygen), deleting the exhaust gas shouldn't be an issue.

I can't say if the electrolyzer issue is still valid, but it has nothing to do with the building itself. It's an issue of how gasses interact and how a big amount of gas can delete a small amount of gas.

I once tested the electrolyzer in a closed room with 2 pumps a few tiles above it. And I tested another electrolyzer in another room using a glitch with water to protect my hydrogen from deletion. The first example had about half the hydrogen as the second example. Although as far as I could tell I have never seen it delete any oxygen.
