Suggestion on rebalancing Steam-turbine

I've seen many players complaining for that Steam-turbine is working all same regardless of how many turbine tiles are actually operating.

Currently, I feel like opening all turbine tile(5 tiles) is too inefficient considering all the heat it consumes

whilst opening only 1 turbine tile is ridiculously efficient so that it produces even more power than the power consumed for producing that heat.

 

I think Steam-turbine output power must proportionally increase with turbine tiles that is actually operating. (1 tile = 20% / 5 tile = 100%)

and at the same time total output power must be more rewarding if amount of heat consumed is maintained as current level. (I feel like 800W per tile is quite appropriate)

 

I couldn't find similar topic here so I write one, but if this is already suggested by others or announced idea by developers, I'm sorry for wasting your time to read this.

The problem is that currently, the steam turbine should not work at least 1 input blocked because of the error message.

But I talked about this in a bug report :

 

Honestly, the whole steam turbine should be reworked, regarding the incredible amount of bug and/or exploit related to this building. :(

@Gwido I'm totally agree with that it needs some rework. I'm not sure about blocking input is a mere bug. My opinion is players should be able to make a decision for whether they'll use only 1 tile of turbine or 3 of them or all of them, because current setting of turbine is too massively absorbing heat if all 5 tiles are operating.
