Is there a bug in the latest test version Q1-298560 senior canteen?

I built a canteen room with decoration and entertainment, but still can't be a high-class canteen.

I think you mean the great hall. For +6 morale bonus. For it to work you need one art piece inside that gives +20 decor by itself. 2 giving +10 won`t work. Plants don`t count either. Basically you need a masterpiece tier artwork. In the ;atest preview only highest level artists can make one iirc. In the live version making a statue works.

A metal statue will count even without being sculpted.  A mediocre (middle tier) artist can satisfy the req with a tall statue or a large painting.  Whichever threshold you find easier to reach.

Nope, that was the first thing I check after seeing the new changes with art jobs and art qualities. Mediocre normal statues and painting can reach 20+ with sandstone and granite (10 base + 10 mediocre + 10/20% material bonus = 22 or 24). 
It would be very unreasonable if the game requires a tier 5 job (master artist) just to get the Great Hall since you will need that bonus when advancing to tier 3+ jobs

Mid teir artist makes a 24 decor painting from the 2x2 canvas. That's the earliest combination of job and research I've found.
