Wheezeworts will drown when they are submerged in two layers (not included pot) liquid, or one layer liquid but the mass of liquid is equal or exceed to 0.95*default mass of that kind of liquid. But it was no point to submerge Wheezworts since it not cool anything (and I try put it in water tank). The water is probably just melted ice from the heat on the surface.
