Dumb question about skins

I just can't find this clearly stated anywhere and the Wikia page loads soooooooo slowly I can't bring myself to go back and check one more time. I don't quite understand how the upper tier of clothing works.

First, are skins like the Canadian jacket, which is Woodie formal wear I believe, wearable by other characters? Could Woodie wear a shadow ball gown?

Second, when character skins are dropped, I understand that it's randomized, but if you are playing as, say, Willow, and a Guest of Honor drops, would it always be Willow's Guest of honor?
