Why is the player the only thing that can use a boat in Shipwrecked?

I think it'd be cool if we got to have some real naval combat against a haunted ship or something like that. That would make a really cool boss fight too. They'd spawn on the edges of the map in random locations, like in AC Black Flag, and wouldn't respawn when destroyed.

Or maybe wild boars would spawn at sea fishing on rafts every so often. Having a mechanic where wild boars could use rafts would be amazing in my opinion, as you could bring an army of them to fight a whale/giant or to help you out in the mangrove biomes and when exploring.
