How to create solid texture for inventory images?

Like it does in standard inventoryimages.xml

 

I know how to create single tex-file 64x64 and single xml for it. But how to combine together few images into one tex file and make one solid xml file?

I believe in xml it plots the image using u1 and u2, with u1 being the lower left corner, and u2 the opposite. These "u" points are denoted by fractions of the image, e.g 0 for u1, and 0.5 for u2 would create a 64x64 image in a 128x64 file.
