Can any tell me what this is for in the world setup thanks.

Frog Rain.

Pretty much the worst thing ever, drops frogs everywhere and they're hard to get rid of.

Pretty much the best thing ever, drops frogs everywhere and they're swarming any aggressive creature before dying in a food explosion.

And, if you're the sort who likes to have traps in your inventory, you can pretty much just drop them and run around collecting free food from the sky.

 

I swear, frogs are better than mana.

As soon as you see the first frog in a rain storm, run somewhere like ... Hound Mounds. Or Swamps.  Just run around like a chicken with its head cut off during this rain. Scatter frogs everywhere. Then after the rainstorm. Get the heck out. Run away as if you just saw Cerebrus. Come back at a later time to collect frog legs and any other spoils of the great Frog War.
