But I think that it would make sense if it did, because the drone would just stick onto the armor. And if speak not about lore, but gameplay, we can tag everyone by wisp, why should there be restriction for single-tagger? According to description there is no reason why some guards can not be tagged. Plus, your logic also makes sense. However, according to the tag rules: guards that are immune (???) and armored guards can not be tagged. Though, I still don't think this is intended. Maybe for specific Elite guards, but not for all. (I just did a quick look, so I can't really tell for sure).
