Oh, I wrote a list for these but never shared it. I think the list you posted is mainly just missing the fact that Tinkering 1 still gives you some resistance with the Acceleration circuits. Here it is:

Alpha Circuits Tinkering 1:
Processing Circuit - Insanity auras are 80% as effective for each circuit.
Super-Processing Circuit - Insanity auras are 50% as effective for each circuit.
Gastrogain Circuit - Reduces hunger drain by 5% for each circuit.
Super-Gastrogain Circuit - Increases the existing hunger drain reduction from 20% to 25%.
Beanbooster Circuit - Insanity auras are 50% as effective for each circuit.

Alpha Circuits Tinkering 2:
Hardy Circuit - Reduces combat damage taken by 2.5% per circuit.
Super-Hardy Circuit - Reduces combat damage taken by 5% per circuit.
Processing Circuit - Increases sanity gained from clothing by 10% per circuit.
Super-Processing Circuit - Increases sanity gained from clothing by 25% per circuit.
Gastogain Circuit - Increases the hunger drain reduction to 10%.
Super-Gastogain Circuit - Further increases the hunger drain reduction to 30%.
Beanbooster Circuit - Grants a shield that regenerates 0.07 hp per second for each circuit, up to 20% of WX-78's max health. When this shield is broken, regeneration is paused for 5 seconds. Also increases sanity gain from clothing by 25% per circuit.

Beta Circuits Tinkering 1:
Thermal Circuit: Doubles the player's freezing resistance. With two modules, the player is immune to freezing in an ice block.
Refrigerant Circuit: Reduces fire damage taken by 50% per circuit. With two modules, the player is immune to fire damage.
Optoelectronic Circuit: The night vision effect uses a different color filter.
Chorusbox Circuit: Nearby pigmen and bunnymen will automatically become allies, up to 10 allies per circuit.
Rangebooster Circuit: The Zaptrocuter drone, can fly 5 more wall units away from WX-78, and the Roto-Mapper can be commanded to fly 100 wall units further away from WX-78. Also increases the Bio-Scanalyzer's scan range by 0.5 wall spaces, and WX-78's maximum distance from it while scanning by 0.75 wall spaces.

Beta Circuits Tinkering 2:
Acceleration & Super-Acceleration Circuit: Movement speed slowing effects are reduced by 25% per circuit, up to 75% slow resistance.
Electrification Circuit: Taking hits charges up electric power. When fully charged, WX-78 releases an electrical blast dealing 50 electric damage (effectively 75) for each circuit. More circuits also increase charging rate and blast radius and reduce charge decay rate.
Illumination & Super-Illumination Circuit: WX-78 will emit a cone of light in the direction they are facing.

Gamma Circuits Tinkering 1:
Sonic-Invoker Circuit: WX-78 can continue unleashing sonic waves until the action is stopped via player input.
Redigestion Circuit: Food that is about to spoil can be processed to produce Nutribricks while also provided the full benefits of eating the food.

Gamma Circuits Tinkering 2:
Spin-Cycle Circuit: Increases the spin speed from 2.5 rotations per second to 3 rotations per second.
Blocking Circuit: Grants immunity to knockback effects while blocking.

Extra Notes:
The damage reduction effect of the Hardy circuits stacks additively, going up to 17.5% less damage taken (x0.825).
The insanity aura protection effect of the Processing and Beanbooster circuits stacks multiplicatively, going up to 90% less sanity lost (x0.1).
The increase to sanity gain from clothing effect of the Processing and Beanbooster circuits stacks additively, going up to 85% more sanity gained (x1.85).
The hunger drain reduction effect of the Gastogain circuits stacks multiplicatively, going up to 69.13% less hunger drained. (x0.3087)
The Spatializer Circuit is the only circuit to not benefit at all from the Tinkering perks.
Without Gamma Circuits Tinkering 2, the Spin-Cycle circuit's spin attacks x1/6 more often than the regular attack animation. With the skill, it attacks 40% (x2/5) faster.

Only a small increase?

Perhaps it could also make the dizziness penalty a bit more lenient, like increasing the amount of time you can spin before becoming dizzy, or decreasing the dizziness cooldown. 

If they do make it possible to completely negate dizziness, it should at least require both the skill and the multiple circuits.

It's removed now. and beta II only provides 1/4 now.

Its damage is 50 electric damage now(75 to dry enemies)

Nah, that part never got nerfed. Only the extra sanity from clothing did.

Beta 1 used to reduce slows by 1/6, Beta 2 used to reduce slows by 1/3.
Now, Beta 1 doesn't reduce slows, and Beta 2 reduces slows by 1/4.

A 20% increase to DPS is pretty sizeable (allowing you get a scale off of stunning Dragonfly alone late game), so I'd say it's worth the skill point if you're using axes like the Pick/Axe or the Shadow Maul to fight bosses. If you're only using the Spin-Cycle circuit for the area-of-effect aspect, then I think you can skip it.

it's basically make you hit one more time almost very single time, 3 hits a second vs 2,5, means that in 10 seconds you would hit a total of 30 times with the circuit while only 25 without the circuit, so very 2 seconds you hit one more with the spin circuit

It's only significant if you care about doing more damage. To keep it simple, killing a boss faster means less armor and less healing used for the fight as well as less minions to fight (most notably insanity creatures.) Most small damage increases can have a more significant effect than what the raw number may lead you to believe, so generally speaking even damage boosts as small as 20% are considered pretty good.

This is also compounded by the spin having an 8-second timer before you get dizzy, so you can only get at most 20 hits without the skill or 24 hits with the skill. Random example: With a pick/axe, that's 850 damage vs 1020 damage in a cycle - The skill lets you kill a Beefalo without getting dizzy (and without having to take a 0.89 second break to recover to not get dizzy) and without spending an extra 1.6 seconds attacking.

+20% damage isn't far off of Wigfrid's +25% damage and I don't think anyone has ever said Wigfrid's damage bonus is really small and insignificant. 

thing about damage bonus is that 20% doesn't break any thresholds for any of the weapons in the game.  So its basically only for bosses since thats the only place it reduces weapon hits.
