EDIT just to save on posting several times; I also tried my best to replicate what Wagstaff is whistling with 9 7 2 2, but I don't have perfect pitch or anything so I'm really unsure where you'd place those notes, DST instruments are kind of discordant or seems to be layered with multiple notes over each other here, which I've always been really really terrible at differentiating each single note from.

so... wagstaff is currently in his room writing things, after you solved the potion puzzle, i think it means the remained parts of ARG is not available for now, maybe? so we can't solve the music puzzle for now, cuz if we had the music part that is required, we could solve it one more step, and THEN he would appear writing things, right?

Nome clarified this is a bug. We're supposed to figure out the music part which is supposed to unlock one extra panel. Only then is Wagstaff supposed to return to his room.

No yeah absolutely, maybe even that we'll have several different melodies do different things.

I was just curious since I tried to transcribe the whistling myself but my ears are pretty bad for pitch, and I figured hearing someone else's attempt might bring some ideas. Part of me wonders if the whistling might actually have more than one note playing at once just due to how difficult I find it to transcribe it down to single notes. Other's ears might have helped me confirm/debunk or single those other notes out.

he got tired of waiting for the sap so he gave us an easy win

Head's up, I was messing with the night page and the tool box where he has the papers you can drag them out of the box and they will forever desapear, even reloading the page they don't show back. Do not do this (assuming the other papers will be useful at some point).

Edit: Okay if you do this they reappear at the desk on the day panel. Phew.

makes me think of the 6 4/ /3 note ...
6 4 3 3 ....

especially bc the bar over the 3 (in the maths i've learned) means to repeat what's under the bar .....

and the music theory i've retained (ngl i'm better at math!) has me thinking that the underlined 4 might mean:
- middle C aka 'C4' [https://en.wikipedia.org/wiki/C_(musical_note)#Middle_C]
- when to change the octave, aka when to flip the switch on the upper right of the music door machine, after the "6 4" and before the "3 3"
