Shadow Courtier perk but Wilson is shown assisting Wagstaff in "Interference".

Something that just dawned on me is Wilson can gain the perk "Shadow Courtier: The Queen [Charlie] will reward your loyalty with the secrets of Shadow Transmutation."
However in the new Short released along side the Wilson Refresh, "Interference", Wilson is shown taking notes regarding the new roses surrounding statues (added in "A Little Drama" QoL update and likely solidified with the Maxwell Refresh short) then encountering a Wagstaff Hologram constructing some kind of Portal. - In game the survivors are tasked by Wagstaff to construct a Lunar Siphonator to presumably harness the power of the moon, Alter.
So, my big question is why there is this duality between perks? My best guess is later down the line when the story continues to progress Wilson will gain another perk in his talent tree for a "Lunar Courtier" which will be the Shadow Counterpart, allowing the players to choose which path to take, Shadows or Lunar? Charlie or Alter/Wagstaff?
What do you think?

The art for Lunar Afinity was in game files. It's weird that they didn't add it. I though they were holding it back for the officilal release because it would spoil the short but no. 

You became the Shadow Courtier because you helped Charlie/Metheus kill AF, something that Charlie/Metheus wanted.
Wagstaff seems to have no interest in helping the survivor, and the previous events of building the Lunar Siphonator have turned the survivor against Alter, so Alter does not give the survivor power either.

I think this is right. Wilson is rewarded for what Charlie views as "good behavior". He didn't kill the Fuelweaver out of loyalty to the shadows or anything--but he still killed the Fuelweaver--and so she rewarded him to encourage him to continue along this path. I don't think this means Wilson is a double agent like Maxwell.

Probably the simplest answer is that it will have the lunar equivalent in objective ("Find and defeat the Celestial Champion") and deal with the lunar equivalent in reward (whatever the "next tier" of lunar stuff is, similar to Dreadstone and Pure Horror), but since there's nothing currently in the game that drops or makes use of them, there was no point in putting the perk on the tree yet.
