Why cant all major skin bundles be offered as DLC on the Steam Store page?

I hate how buying stuff through the game client forces you to add fixed amounts of money to ur stupid steam wallet. This is genuinely a deterrent for me. Id much rather just buy the things i want directly from the steam store page with paypal or whatever and not be left with change in my dumb steam wallet. But not all big skin bundles are offered this way 

i doubt steam puts a limit on the amount of “DLCs” that can be added to a game’s store page since ive seen games with a much longer list than dst currently has.

So whats the reason?

Id understand if individual survivor skins werent added as not to clutter the page too much but stuff like the Fanciful Chest should definitely be offered on the steam store page.

I know there are a lot of people who like the skins and we like offering it on steam because it's easier for some people and it allows people to gift. But some people see all the DLC and freak out. So there's a weird balance we have to do. There's so much on there already it can make people worried that we're pushy about skins/dlc.

I get that, thanks for taking the time to explain it. 

In hindsight the title of this shouldve been why steam wont allow the same payment methods for ingame purchases as for steam store page purchases  since thats the actual root of the problem. 

Being forced to add more to ur steam wallet than the actual price of the thing u want to buy just feels so bad and so backwards/clunky. If theres not something else on the steam store page that i also want and can use the leftover change + paypal for it i just wont do it.

Thanks @Ohan for providing your perspective on the payment options Steam provides through the in-game store. I agree, it's not ideal that you don't have all the options that you have from the normal storefront.

I don't think you guys ought to worry about that. It's expected and normalized now. I can think of three video games with absurd amounts of DLC and micro transactions on their steam pages who's player-bases buy into it anyway. It's insignificant at best and restrictive at worse, like in OP's scenario.
