Reworks are to flesh characters out and make them more fun. Wilson's whole thing is he has no thing so he can't be fleshed out or made more fun since he's already perfect.

They're reworking everyone regardless of power and usually buffing them even if they don't need it. Not sure where you're getting the idea the reworks are to balance them all perfectly equally. Before Wolfgang nobody even got a single nerf, and Wolfgang was falling behind in a post rework world.
