Plus if you refilled your can in autumn then you should have plenty for a full winters worth of farming. If you didn't then that was poor foresight on your part, but there is always ice. (you can just get a chest full of watering cans so you have to refill at a pond way less often, making any other method of refilling less useful. but if ppl are using up ice on that i think based on the work, 33% of a can sounds fair. Besides, winter still has several ways to fill the watering can.
