It'd be very interesting to see skin modding directly supported by Klei, though...some conflicts of interest would need to be addressed.
Went well for A Hat In Time, at least. Adopted skins from mods in the past, and just recently released a DLC originally made by the fans.
People seem happy to pay if it means supporting the game.
Same applies here with skin packs, really.

 

In any case, I know there are several people like me with skins for stuff just sitting around.

Personally, I just want to see missing things like belongings filled in, but there are others like Variant who've come up with great concepts for entire skinlines.

A certain company whose name is related to ice could really use these kind of events to rekindle their basically non-existent relationship with their playerbase.

Sadly its run by a bunch of greedy morons that think woman are too offensive and replaced them with fruit (yes, that actually happened)

Basically there was some really old painting decorations ingame for SEVERAL years now, nobody complained about it, and cause one of the painting had a woman in a somewhat revealing outfit, they changed her to freaking fruit. 

So yeah, pointless censorship, the game (and even worse the company) has several issue to deal with, and they prioritize a stupid painting nobody complained about.

Count me in for Lucy skins, I've been waiting and still waiting for that to become reality. Especially since the addition of the "curios for starting items" One of the best features added.
