Josonic
Is there any way to permanently remove the mini-glaciers that occur naturally in the rocky biome without using mods or console commands?

Yes, there is a way. Put a fire next to them. It can be a campfire, fire pit, burning item, or a free. Any type of heat-producing fire.

Pengulls are plenty enough for my ice needs and my rocky biome was the most suitable biome to create a large base on this world. 7 hours ago, Sunset Skye said: That's not permanent for the worldgen glaciers sadly, they'll simply go invisible until the next winter and then reappear. That's what I was afraid of. Do you happen to know what would happen if I built a structure over one of their locations?

Maybe a Scaled Furnace can solve that?
