For example, in power plant and metal refinery factory, it is impossible to improve the decoration level due to the natural of the facilities in such place. The decoration is highly possible to be -100 or less. An engineer must work in such place, meaning that the average décor value of the day is impossible to improve. We may limit the décor calculation in some specific place. For example, make the décor value only affect dupes when they are taking a break, like eating, using bathroom or sleeping. This will also greatly help reducing the calculation duty and optimize game performance. Or we can limit the concept of decoration. Décor system is mean to simulate "working/living in a better condition", but the necessary facilities shouldn't be "poor condition". We may use room system to solve this problem: inside a power plant, generators and wires have their décor penalty eliminated. It's an industrial area. Putting in lots of statues doesn't change that.
