nakomaru
(Lifegrow solved it. For posterity: the tiles were instantly boiling 5kg of PW at a time through the flaking mechanic, which was then instantly cooled to water.)
DreamApart
It doesn't need a whole tile of water being hotter than 100℃ to boil. If liquid touches a very hot (higher than boiling point) tile, it will partially get boiled, even an insulated block. My guess is putting a normal block between water and the insulated block will prevent partial boiling. Because the normal block is solid so it won't boil, and it won't melt because it's protected by insulated block and won't get hot enough. (Unlike liquid, for solid blocks (the building), it needs a whole block to be hotter than melting point to melt.)
