Who sells "Seed of doubt" cards?

I found a way to cheese through my gameplay with Seed of Doubt but the problem is I only find them through negotiation wins.

Are there any vendors or shops that sell that card? I'd like to fill my deck with them.

there's only the hesh shopkeep in sal's playthrough.

if you relied on doubt, might i recommend splurging for heated arguments? they attack at the end of your turn instead of opponent's and gain stacks per turn.

I noticed having a trained pet adds a bonus bite toward your arguments but I like how you can copy the seed of doubt with some manipulation cards that double effects.

There's also a card that allows you to duplicate a friendly argument, but it's random target when unupgraded.
