So there is no hard time, but a fixed time for the engine relative to everthing else. That depends on lag. Play a lategame colony on +3 speed, construct/deconstruct some pipes and you will see how the packets will stutter. The "nominal" speed for pipes though is 1 liquid pump (10 kg/s) and 2 gas pumps (1 kg/s). But depending on your pipe-layout you can seriously decrease the actual capacity of your pipes. First of all, 1 "tick" in ONI is 1/5th of a second, whereas gas in pipes moves one tile per in game second if it is working properly.
