Base Cooling solution overwhelmed?

I wanted to have a single cooling solution that I could use for pretty much all my cooling needs.  Water cycles through the aqua tuners and back into the cooling tank.  for the time being, I am using polluted water as I don't have access to supercoolant yet.  it does the below things:

1.) main cooling loop for power generation block - that's the PW in the pipes on the right side of the cooling box

2.) small cooling loop on the left to cool the turbines

3.) 3 extra cooling loops available to liquids on demand from wherever (steam vents, geysers, farming, oil, etc.).  these end up getting sorted to individual holding tanks automatically.

4.) Oxygen from SPOM setup and Natural Gas Geysers pass through as well to cool them down.

This all was working fine for the first 100 cycles or so, but recently I cannot get the polluted water below 31 degrees in the chiller.  I'm assuming its either due to the fact that I have too much stuff trying to be cooled, or the chill box s too big and has too much PW in it to cool.  the water from the main power block come in at around 40, and leaves around 31.

Anyone done something similar and had success?  Any ideas on how to alter this to make it work better?  make a smaller cooler?  or am I trying to do too much?  i would have thought 2 aqua tuners would be able to handle this easily.

Bonus question too...  I want to be able to use this, or a similar setup to precisely control water temps to make a sleet wheat farm, but i haven't been able to get it that fine tuned.  what are some ideas to precisely control the water temp so it ends up between 1-4 degrees?

How much heat is your "power generation block" producing?  Cooling that oxygen shouldn't be keeping even one AT more than a few percent busy. Also you are wasting power on the water pumps instead of using a closed loop of coolant to the AT.

 

Seal your left side.  All that metal tile is exposed to your base and not giving you a full control of that liquid temperature.  Make it look like the right side then the cold should get colder again. 

 

I have a hard time with domesticating sleet wheat as it needs fresh water and also to be -5.

yeah, the oxygen cooling isn't the problem.  that comes from the SPOM and got to about 10 degrees before it started to fail.  I'm not sure how to tell how much heat it is producing, but my setup is below.  Kinda unorganized right now, but I have 4 NG generators, 6 coal gens, 4 hydrogen gens, 3 petroleum gen's running.  all staggered to kick in at different battery levels.

i considered using a closed loop with the AT, but the idea is to provide a cold chamber that I can run liquid and gas pipes through to provide, so initially i didn't think it would work, but thinking on it I guess if the tank is smaller, then I can use the thermo sensor to regulate the AT turning on and off to keep the tank relatively stable.

Did some more testing in debug mode and making the chamber smaller helps.  gets it down to about 13 so far, and still dropping.  Curious where it will even out at.

I have a design for accurate cooling.  It relies on having a cooling loop full of 10kg packets, then the temperature gets too hot, a small amount of coolant (eg 200g/s) is injected into the cooling loop, which displaces coolant, which is then mixed with the remaining coolant that wasn't injected and sent back to the AT.  You can achieve +/- 1c accuracy with this technique.

A storage tank can be added on the output from the AT, this will increase the accuracy and consistency.

I've attached a save file which have some of these designs included, the liquid O2 & H2 facilities use this technique at the top left of the map.
