Rocket not working

I built a steam rocket. I launched 4 missions. 3 to 1 of the 1st asteroids then 1 to the other.
So I should still be able to launch another to at least 1 of the asteroids with the steam engine.
It still showed more research to be done in lower atmo landed etc.

I stopped launching rockets and researched the rocket booster. Since I unlocked it. I took the capsule off and added the booster. Then the capsule back on top.
This is were it stopped working.

The scanner I used for the last rocket will not detect the rocket there to select it for returning detection.
I reworked the logistics on the rocket. I tried blocking off my dupe from leaving the area of the rocket. Even the dupe will not get in the rocket. Everything is checked off.
Suit.
Destination.
etc everything but the dupe getting in and ready to launch.

I removed the rocket booster and returned it back to steam engine research module capsule. Still doesn't work.
Rebuilt the whole thing from scratch.
Dupe still won't get in and scanner won't allow selection.
Destroyed scanner and rebuilt.

Scanner looks fine to me, i was able to select the ship. Sometimes I think the ship needs to be completed, or even launched before you can select it in a scanner.

I think your astronaut is forbidden to operate, that might be the problem? I also usually make the capsule priority 9. 

Getting inside a command capsule (aka performing a space mission) is classified as operate chore. In your save game, Mae is an astronaut but is not permitted to "operate" based on current priority setting in priority screen [L]. Just increase priority of operate chore for Mae above anything else and set sub-priority at command capsule to 9, your problem will be solved.
