Scanner Blocked... by what?

If anyone can help me, I can't figure out why this scanner is stuck at 75%.

It shouldn't be the ladders, I've stripped them off.  I've thrown basically everything at this to remove the problem, including a save/reload, and I'm still only getting 75% Scan Quality.  I'm not worried about the network (yet) but I'd like to figure out what's wrong here.  The slope of the scanner should miss the rocket entirely, and other than open doors, automation wires, and a few ladders that I've removed a few times, I can't see the problem. 

Any ideas?

EDIT: Decapitating the rocket gives me 4% more back.  Part of the problem, but not enough of it.

What?  As far as I know, scan quality is only affected by LOS blockage.  I could put a few dozen miners under it and it shouldn't care.

After further confusion, I'm sending this to bug reports.  I have understand what I should be concerned about, but even adjusting the existing save isn't changing things, both in sandbox and non-sandbox methods.  Bug Report below:

Hmm. Doors block it? That seems to be a bug. Steel and glass tiles do not.

Glass tiles always have blocked scanners, same as with the telescope.  The doors aren't blocking the scanner it in that, unless they've been closed, which they weren't in those screenshots.

The confusion on that particular image is the fact that the telescope *should* be blocking the scanner, and they're not.

The telescope is a building, and apparently it's one of the "light" ones that do not interfere with the scanner. Its roof is purely cosmetic.

In your first picture you have a gas pump (heavy machinery) that's very clearly within 14 tiles of the scanner's center and will affect quality. You may also have other stuff there, part of your screen is blocked off by the scanner info window.

Your bug report is rather counterproductive I think.

I disagree.  If obvious things (such as the miner) are not heavy machinery enough to trigger the value to change then other things are also incorrectly triggering, or not triggering, the result.  If we cannot use sandbox to understand the game mechanics, something is incorrect in the sandbox.

Do I think the scanner needs a lot more information in the tooltip (ie: Items in range blocking scanner efficiency: (Item 1), (Item 2)… etc...); yes I do.  Additionally, there's confusion for someone like myself (and I assume other players) used to older mechanics (I've built these before and never saw this as a problem).  Even removing what should be an obvious issue after the change of the tooltip (the miner under the scanner) which isn't affecting the value once it's removed in a non-sandbox environment is confusion.

The bug report helps address both of these concerns.

Except your bug report talks about the scanner not behaving properly, when that's clearly not the case. It's behaving as designed. How well designed, that is up for discussion but it's not a bug.

I too think ONI is terrible in places at presenting information, the scanner certainly being one of them. On the other hand, I'm a new player and with the help of the wiki my first 6 scanners resulted in a 100/100 network. I also immediately saw what was wrong with your setup. So lackluster design? For sure. Bad implementation? Definitely not.
