Crown Moulding should be a background tile

So why does crown moulding take up a tile when in reality it is something that takes up very little space. My main concern for this is that things that only go on the ceiling, like ceiling lights, can't be placed in addition to the crown moulding which makes little to no sense. It would be better for this to be a background tile that can only be built under a tile. The decor bonus is very small so I don't see this as being unbalanced in terms of space to decor management.
