Any indicator as to what items are "stealing"?

it seems like picking up some items counts as stealing and causes guards to attack you, but not others, is there some indicator as to what items cause this or not? cause it currently seems very arbitrary.

it seems like if it is within stone walls, and nicely ordered and arranged, it is stealing. If it's just off to the side (like grass or twigs), or poop, it is not stealing

Here’s a basic rundown of what is considered stealing and what isn’t: Like the person above said ^ anything that is inside A walled off area even partially is considered stealing. This includes Flowers, Rocks, Pickaxes, Axes, Berries, Radishes, Twigs, and Grass (I am sure there are other things I missed). There are also things inside of the city that, if taken, will trigger a reaction from guards. These include all trees (hedges aren’t trees), and structures. Poop is fair game and you get payed for picking it up. Anything lying on the ground in the city is also fair game. And yes, anything outside of the walled areas is also fair game.
