Sweep job overrides everything

I'm not sure if this is buggy or if I'm doing something wrong.
In early game, a sweep command will cause the dupes to do nothing else but sweep the materials at the expense of nearly anything else.
I've even set priority down to 1 and they still will ignore a priority 9 construction job to clean up the items on the ground.

 

This appears to be alleviated a small amount by jobs but the sweep job seems to take an abnormally high priority for the dupes no matter what priority it's set to.
I have my dupe priorities set to use proximity & reset to default marking cooking, art & research as X.

I think tidy on the default priorities is a single up triangle, where dig and construct are at the dash.
That would make sense if the priority pane is a complete override of the job numbers.
I was never clear about how the overall priority interacts with the numbered priority.

Dupe priorities first, then errand priorities.  So if a dupe has highest priority in Tidy, it will look to finish all Tidy errands (regardless of priority), before going after any other errands.  It will do the Tidy errands from highest to lowest priority.

That along with door permissions is the best tool for optimizing work.
