Pipe is blocked but setup is correct?

So im attempting to make my carbon skimmer functional but everytime I've tried hooking up the pipes and wiring it always says the pipe is blocked despite me setting up correctly (I've checked multiple times and everything should be working but it doesn't) also incase youre wondering the coal generator is hooked up to both the skimmer and the water pump

Which building says that the pipe is blocked? It's perfectly fine if the lower left pump says it, because it is blocked right at this moment, since the carbon skimmer isn't skimming.

What is unclear from this picture is wether the skimmer is in contact with CO2. If it isn't, then everything looks fine and dandy: The skimmer is not skimming, the water input is not flowing because it doesn't have to. But if it is in direct contact with CO2 but not skimming then you have a problem I can't see from here.

skimmer wasnt skimming. I thought that the skimmer had a huge range and didnt realize it

I think its range is only about 4 tiles, just around the building.

Just a tip: Heavier gases tend not only to sink down, but also lean slightly to the right, while lighter gases lean slightly to the left. If you don't want any CO2 above the level of the skimmer then place it to the far right side or at least to the right of your coal gen. But it's not a huge deal.

Quirk of the game engine.  If a packet of gas is trying to move down, but is blocked, it will look right before it looks left.  If a packet of gas is trying to move up, it will look left before it looks right.  It used to be much, much worse, but they tweaked something in the code and we have the current situation.
