The seeds have been on the ground in livable conditions for a very long time and haven't taken root (over 10 cycles). Did they remove this from the game in the ranching update? Only Wheezeworts replant themselves since then. No, thimble reed replanted more recently than that. So did pinchapepper if you used debug mode to position it right, and balm lily. I believe I replanted thimble reed in occupation update and I know I did it in tubular.
