Power generators need priority settings.

Now that microchip installation is a thing, we need the ability to set priority for generators so we can ensure our primary generators are prioritized for Tune Ups over our auxiliary and backup generators.

They already have a priority setting which dictates things like fueling them, would be logical to just reuse that for picking which ones gets tuned up.  Also all the specialist buffs need to be time of active use, not fixed time.  Crops that are temporarily halted or generators not generating should not use up any of their buff time.
