With exosuit limitation, it's hard to get to the oil biome.
This is the most basic way i know, to cool any mass of liquid. With a 20° cold bottle, you could lower temperature of liquids.
Here it's around 200kg water / 20° for lowering target fluid bodytemp 20°. That's what i call a fair trade!
Watch the tile placement. First picture, (one tile) shows wrong setup  and how the liquid sticks, to the sides of the liquid, after building one tile ontop.
I automated that in a big tank, where two liquids /hot/cold are mixed together and when fluidlevel is different, i have in every "horizontal tile line" a door, with pressureautomation, to get the fluid level exactly..

Sure, but ice is not always so easy to get, like a bottle of cold beer!
