It would make it more likely people will light up whole areas. Using the current amount of generated electricity they should just be free, and turn off when power runs out. (a gas generator for a home will generate a few kW of power and new light bulbs are as low as 4 or 5 Watts) new item idea: motion sensor lights, if they are not free then a motion sensor light would be really good for them as they would not waste energy wen not in use.
