Help with items!

Hello, modders. I am trying to make a mod for Mccree from Overwatch. I need to know:

1. How to add custom crafting recipies

2. How to make items be used up by other items (eg: ammo for a gun)

3. How to make ranged weapons

4. How to make a custom meter that will go up when you kill enemies (See Mercy mod by Schwump Schwump Schwump Schwump for the basics of how this works, basically when she heals crud with her staff, the durability will go up. When the durability is full she can resurrect a ghost. Instead of the durability though, I want to make a whole different meter.

5. When that meter's full, when I hit a certain key I want to be able to activate Mccree's ult (slows him by 50%, all enemies onscreen are targeted and when you click, they all get shot.

Finally, 6. When his hat is removed, I want his sanity to go down to zero.

Thank you so so sooo much. This is for my friend's birthday party and he likes OW and DST so I want to make a good combination.

I must warn you, what you ask is complicated, at least the gun and munition part and the meter part. Maybe not the first mod you should try...
