Third Operatives not spawning?

I don't know where else to put this.  Sorry in advance,

 

I've been to about 10 different Detention Center missions in my attempted playthroughs, and I've never once been granted a third operative.

 

In at least 2 different runs, I've gone to two separate Detention Center missions.  Both of them had the bearded dude in an orange outfit, and the lady says he should have some rich friends to help us out.  The other DC missions I've run have been the same dude, all in different runs.

 

I always check to make sure if there is a DC mission available, and I always go to it.  I never get a third operative out of it.  I've played 19 hours so far.  I understand there's the whole RNG thing, but this is getting pretty absurd.

 

So maybe there is a process to this?  Like, I have to do one mission type before I do the DC mission to make the third operative appear?  Sort of like how the vault missions work.  You have to do the C.E.O. mission first to get his vault codes or whatever, then you go to the vault and you can open up the big door.  It seems like that might be the case, and if so, I may not be doing it in the proper sequence.  Mostly because I don't know what that process would be.

 

Alternatively, I could just be getting unlucky.  Still... 19 hours of RNG screwing me doesn't seem likely.

 

I don't know what else to do, really.  The game is quite challenging, and I've found that anything beyond a 2 Shield rating is just a little bit above my pay grade to manage with only 2 dudes.

 

So... either something is borked, I'm getting unlucky (which frankly, isn't even within the realm of possibility), I'm not doing the correct process if there even is one, or the Detention Center mission isn't actually the one I should be doing - in which case I don't know what other mission I'd need to do, since there hasn't been a different type for hostage rescuing.

Also, just so we're all on the same page:

 

If there IS some kind of a process to it, please don't tell me what it is.  I like to figure it out.  I just would like to know if that's something I'm actually supposed to figure out.  As it stands, I'm all out of ideas.

I only very rarely get additional operatives out of those missions. I haven't been keeping track of my results, but I've done enough to where I'd only believe the chance for getting a new operative could be as high as one in three; I've probably observed it at about one in four.

Thanks for bringing this up.  It seems to me that it might be random, but it's weighted against getting an operative.  This is a significant problem with Story Mode as it stands now.  With only 3 days and no guarantee of getting even one detention center mission/day, you can frequently get to day 3 with only 2 agents.  I find that to be tantamount to a lost game, and who wants to play that out?  There needs to be a detention center on day 1, and, at least, there needs to be some kind of guarantee of getting a 3rd agent before day 3.

I'd say that same resourses could be invested in skills and equipment of two agents more efficiently than in skills and equipment of four agents, so you shouldn't  think that you lose game until you realy loose it. Game pretty beatable with two agents. Btw if you don't like starting locations, you always can start another game.

Tantamount to a lost game? Man, I pretty much never get a third operative. The last time I did, I gave up on the mission when I lost someone because I didn't notice I was pinning a guard right next to a guard elevator.  :hopelessness:

 

Of course in sixteen hours I've only ever seen the final mission twice, and beaten it once, so there might be something to that after all.

Never give up. The most epic playthroughs can be had from the worst situations ever. I vividly remember one level where I thought my playthrough was lost for sure. With the alarm level at 6, Xu down and surrounded by guards, no Med Gel and Banks playing hide and seek with a level full of guards hunting for her.

 

And yet somehow she manage to creep back later and s-l-o-w-l-y drag Xu into the elevator. Both lived to finish the final mission.

Out of curiosity, if you already rescued 2 agents during an endless game (so you have a full squad) can you still get the last agent and possibly choose which one to come on what mission, or that's it, those 4 you're stuck with and you only save normal prisoners from now on?

What happens if you have 4 agents and you are doing a hostage rescue mission?  The elevator only has room for 4 people, so can you not rescue people anymore with 4 agents?

The elevator comes back after 2 turns. I usually just send whoever gets there first out of the level, and the other 4 can go when the courier eventually gets there.
