Only "stray" bees will make new flowers.  Normally when a bee touches 6 different flowers, they'll return to the hive and make honey.  When a stray bee (does not have a home hive) touches 6 flowers, they'll land and produce a 7th.  This even works with the evil flowers.  In the case that a bee touches some evil/some normal flowers, its a random chance (perhaps influenced by the % of each) which flower type will spring up.  

 

Also, as SkullStarve said, butterflies can be planted to make flowers.  Catch some butterflies with your bug net, then plant them like you would acorns.  Then those flowers will spawn more butterflies.  Repeat the process and you'll soon have a large field.  Sprinkle in a few stray bees and it'll keep growing without you!

 

I tend to make a huge field near my base.  In winter I'll prune back the field for sanity (keeping enough for the beehives to make honey), then let it grow back over the summer.
