Ahhh,practice is the best teacher. Do you draw on your computer only? Or also with pen and paper? You can also watch tutorials or buy a helping book (not many or expensive ones) to help you getting a grip on anatomy and perspective.In the end practice, practice and practice! ^^

Or, or you can find tons of interesting stuff in the internet about drawing! Step by step tutorials, free digital books... Everything! Try looking around, it may help!

Start off by ditching software such as MS Paint. I recommend GIMP because it's close to Photoshop and sometimes even better. It's completely free too, I use it on a daily basis.GIMP can also be used to paint traditonal line art, assuming that you have a scanner. Good to know. I use Gimp tooBut I try sometimes to draw at the pc - whats really hard =_=previously i produced just crap...How do you this? Are you using a drawing pad (graphic tablet?)

Start with experiencing, finding the fun.

Make yourself theme challenge.

Then continue to learn from basics, colors, lights and shadows, perspective, to anatomy, textures.

And practice A LOT

I'm using a Wacom Intuos 5 tablet and GIMP/Paint Tool SAI when it comes to software. But you really don't need a tablet to make good art. The tutorial I linked a few posts up is great for traditional artists that want to paint digitally. You can also try GIMP's path tool, makes nice and smooth lines.
