Grim Galette requires the following to be used for insanity: 
1. You have farmed onions. 
2. You have potatoes. 
3. You already have two nightmare fuel, which... yeah, you see the problem there, right? You're trying to go insane to get nightmare fuel, but it needs you to have some already. What, am I supposed to take a trip to the ruins to make a spooky pie? I could just farm NF there if I was gonna do that.
4. Your health is critically low when you eat it. Otherwise, you won't be low enough on sanity to get nightmare fuel anyway. 

And then you kill two shadow creatures and your sanity becomes too high to get more fuel anyway, so if you're unlucky with fuel drops, you might only make back what you spent on the Grim Galette. Grim Galette isn't a good way to farm nightmare fuel, it's much better for healing and for fighting Celestial Champion.

No, it's not. It's an indirect consequence of the game's development progressing away from how the game was when Warly was initially added.

Warly's downside is his food memory and his faster hunger drain. Combined, they make it somewhat harder to keep him fed, but the real difficulty comes from restoring sanity and health; the food memory means you can no longer spam the same healing food and need to have a variety if you're going to be taking hits consistently, which means you just have to play better during boss fights. 

Having slightly higher difficulty going insane didn't matter back when going insane was only useful for a handful of things and you didn't need much nightmare fuel (insanity was a negative consequence; Grim Galette swaps your health and sanity as a trade-off, making you insane if you restore your health with it as if that's a bad thing, and Grim Galette didn't even exist in original DS), but now there's multiple bosses where you have to go insane to fight them properly and nightmare fuel has more practical uses.

And inability to eat non-crockpot food. Since forever. Nightmare amulets exists and you can work around -sanity food with grim galettes so character is not softlocked or insanely hard to do that. Harder? Certainly, but it's his downside since forever.

Also if you want to lower your sanity quickly just use lazy deserter. There is ton more ways to drain sanity as warly. just be creative

Because reducing sanity is considered a 'negative behavior', there are many tools that require sanity as a cost to use, such as eating stale food, using damp items and clothing, all of which are punished with sanity.
I think what really needs to be changed is the way of expressing the opposite relationship between "Insanity" and "enlightened".They can be changed to mean that the higher the Sanity, the lower the Enlightenment, indicating that the character has a good mental state.、
